Terms of Service
SIGNAL is operated by Blue Crane Works of Hamilton, Ontario, Canada (“we”, “us”). These terms are a binding agreement between you and Blue Crane Works. By creating an account or using SIGNAL you agree to them. If you do not agree, do not use the service.
1. What SIGNAL is
SIGNAL collects publicly posted procurement notices (tenders, RFPs, RFQs and similar) from government and public-sector sources, and ranks them against the business profile you give us. It is an information and notification service. You bid at the original source, not through SIGNAL.
Ranking is automated, and it adapts: SIGNAL learns from the bids you star and dismiss to tune your results toward the kind of work you pursue. That learning is described in the Privacy Policy. Because ranking is automated and adaptive, it can be wrong — see sections 2 and 2A.
2. What SIGNAL is not — read this section carefully
- SIGNAL is not the source of record. Every notice we show you originates from a third-party posting we do not control. Closing dates, addenda, requirements, site meetings and documents can change at the source at any time without appearing in SIGNAL.
- We do not guarantee completeness, accuracy or timeliness. We work to cover every public posting in our stated region, but postings can be missed, delayed, misclassified, mis-ranked or shown after they have closed. You must verify every detail of a tender at the issuing organization’s own portal before relying on it.
- SIGNAL is not affiliated with any government or with any buyer, portal or purchasing body whose postings it indexes, and it is not procurement, legal, or business advice.
2A. No liability for a missed, late or unsuccessful bid
This section is the heart of the agreement. Please read it in full.
You are solely responsible for finding, verifying, and submitting your own bids. SIGNAL is a convenience that surfaces public postings; it is not, and must not be treated as, your only source of tender information, your deadline calendar, or your bid manager.
You agree that we are not liable if you do not receive, do not see, or miss any opportunity for any reason, including but not limited to any of the following, whether caused by our own error, omission, defect, or negligence:
- a tender is never collected by SIGNAL, is collected late, or is dropped from our database;
- a tender is scored, ranked, filtered, classified or labelled wrongly, including by our automated and AI systems, and so is not shown to you, is shown low in a list, or is excluded by your profile settings, keywords, watchlist behaviour or learned preferences;
- a digest or notification is not sent, is sent late, is sent to the wrong address, is rejected, is delayed, or lands in a spam, junk or promotions folder;
- the service, the website, the email pipeline, a scheduled job, a third-party portal, a hosting provider, or an internet connection is unavailable, interrupted, degraded, or fails in any way;
- data shown to you is inaccurate, stale, incomplete, or out of date, including closing dates, deadlines, site-meeting requirements, buyer names, values and links;
- a bug, defect, misconfiguration, failed deployment, data loss, or any other failure of the service occurs; or
- your account is suspended, terminated, deleted, unsubscribed or otherwise inaccessible.
In no event are we liable for a lost, missed, late, disqualified or unsuccessful bid, for work you did not win, for revenue, profit, contracts or business opportunities you did not obtain, or for any consequence of relying on SIGNAL instead of the issuing organization’s own posting. These exclusions apply even where we have been advised of the possibility of such loss, and even where the failure was avoidable on our part.
If you would suffer material loss from missing a particular tender, do not rely on SIGNAL alone to bring it to you. Monitor the issuing organization’s portal directly.
3. Your account
- You must provide accurate information and keep it current.
- You are responsible for safeguarding your password and for all activity under your account.
- Accounts are for a business or individual contractor; do not share one account across unrelated businesses.
- You must be of the age of majority in your province to use SIGNAL.
4. Acceptable use
You agree not to: resell, redistribute or systematically extract the service’s output; probe, disrupt or overload the service; attempt to access another user’s data; or use the service for any unlawful purpose. We may suspend or terminate accounts that breach these terms.
5. Email
SIGNAL sends a digest email of matched tenders and transactional emails (verification, password reset). Every digest carries an unsubscribe link; unsubscribing stops digests but not transactional email needed to operate your account. Our commercial email practices follow Canada’s Anti-Spam Legislation (CASL).
6. Fees, billing and referral credits
SIGNAL is a paid subscription. Prices are in Canadian dollars; payments are processed by Stripe.
- Launch rate. Accounts created on or before February 11, 2027 pay $19.99 per month. That rate is locked in: it does not increase for you while your subscription remains active. Accounts created after that date pay the standard rate, currently $29.99 per month.
- Free period. Every new account starts with a free period (90 days for launch accounts, 30 days after the launch window), measured from signup. No payment card is required to start, and your first charge happens only after your free period ends and only if you have subscribed.
- Referral credits. Each business you refer that signs up, subscribes and remains a paying member reduces your monthly bill by $5, down to $0, for as long as their subscription stays active. Credits require a business number on your account, end when the referred subscription ends, have no cash value, and are void where the referral is fraudulent or self-created.
- Cancelling. You can cancel anytime from the billing portal on your Account page. Cancellation takes effect at the end of the period you have paid for; we do not give partial-period refunds.
- Failed payments. If a renewal payment fails we retry it. Access continues for a short grace period, then pauses until payment succeeds.
- Applicable taxes are added where the law requires. Future changes to the standard rate never apply retroactively and never override a locked launch rate while the subscription stays active.
7. Intellectual property
The service, its software, design and ranking output are ours. The underlying tender notices are public information belonging to their issuers. If you send us feedback, you grant us a perpetual, royalty-free licence to use it to improve the service.
8. Termination
You may delete your account at any time from the Account page, which removes your profile and match data from our live systems. We may suspend or terminate the service or your access to it for breach of these terms, or discontinue the service entirely on reasonable notice.
9. Disclaimer and limitation of liability
The service is provided “as is” and “as available”, without warranties of any kind, express or implied, including merchantability, fitness for a particular purpose, non-infringement, and any warranty of accuracy, completeness, timeliness, availability or uninterrupted operation, to the maximum extent permitted by applicable law. We do not warrant that the service will be error-free, that defects will be corrected, or that any tender relevant to you will be collected, ranked or delivered.
To the maximum extent permitted by applicable law, Blue Crane Works, its owner, employees and suppliers are not liable for any direct, indirect, incidental, special, consequential, punitive or exemplary damages, or for lost profits, lost revenue, lost or missed business or contract opportunities (including any missed, late, disqualified or unsuccessful bid), wasted expenditure, or loss or corruption of data, arising out of or relating to the service or to any failure of it — even if advised of the possibility, and regardless of whether the claim is framed in contract, tort (including negligence), statute, or any other theory. Our total aggregate liability for all claims relating to the service is limited to the greater of CAD $100 and the amounts you paid us for the service in the 12 months before the claim arose.
You agree that these limitations are a fundamental basis of this agreement, that they reflect a reasonable allocation of risk for a service provided at no or low cost, and that we would not provide the service without them. They survive termination of your account and continue to apply afterwards.
Some jurisdictions do not allow certain exclusions; where a law grants you rights that cannot be contracted out of, those rights prevail to that extent, and every other part of this section continues to apply.
10. Indemnity
You will indemnify and hold Blue Crane Works harmless from claims, damages and costs (including reasonable legal fees) arising from your breach of these terms or your misuse of the service.
11. Changes to these terms
We may update these terms. For material changes we will notify you by email or in the app and require you to accept the new version before continuing to use the service. The version you accepted is recorded with your account.
12. Governing law
These terms are governed by the laws of the Province of Ontario and the federal laws of Canada applicable in it. Disputes will be brought in the courts of Ontario.
